1. Social service agency involvement is not required to terminate parental rights on the basis of abandonment, unless the petitioner seeks to establish a statutory presumption of abandonment. See Minn. Stat. § 260.221, subd. 1(b)(1) (1994 & Supp. 1995). 2.
